Excellent dotted star postmarks on the two France stamps used to pay the correct rate from Paris to Brussels Belgium. Balloon Post was used during the Franco-German war of 1870 to carry correspondence over the German lines. The Germans had surrounded Paris eliminating any other means of sending letters. Letter is in fragile condition.
