Very interesting letter from Selectmen of Portsmouth, NH, to Selectmen of Newbury, MA, regarding "a new alms house system connected to a farm to be cultivated by the town paupers." Newbury has such a program and Portsmouth is studying the idea and lists six questions they would like Newbury to answer. The letter is individually signed by three selectmen: John Ball, William Claggett and Samuel Larkin.  Full red Portsmo NH red postmark with red PAID mark. Usual tears where seal was broken.
